That's kiiiiiind of the plot of Junji Ito's "GYO." (A very bloody, gorey, horror manga that has been adapted as an anime. I think the manga's better, but your mileage may vary.)

In the comic, there's a secret bio-robotic WW2 weapon released from a sunken military submarine as it rots away hundreds of feet down at the bottom of the ocean. It infects the fish. It replicates; it latches onto any biomass it can find; and it rushes ashore into the city.

Bigger and more deadly weirdness crawls out of the ocean!

There are no ninja turtles to fight it!

Your suggested Ninja Turtle adventure fighting the mutant ocean as it rampaged on land would probably end happier than the manga does.
